Заседания Архиерейского Собора Русской Православной Церкви Заграницей проходили с 10/23 – 12/25 октября 2018 года в Одессе, в Синодальном Представительстве.

Присутствовали: Высокопреосвященный митрополит Агафангел, Первоиерарх и Председатель Архиерейского Собора РПЦЗ; Преосвященные: архиепископ Георгий (Секретарь), епископ Афанасий, епископ Николай, епископ Анастасий, епископ Никон, епископ Кирилл, епископ Роман, епископ Анфим и епископ Иоанн. Архиепископ Иоанн принимал участие в заседаниях Собора по скайпу. Епископ Григорий присоединился к участию в Соборе со второго дня, так же по скайпу.

Постановили: Рекомендовать епископу Никону позаботиться об установлении стабильной связи об организации постоянного епархиального центра.

Слушали: Председателя о положении дел в Украине и РФ в связи с возможным предоставлением УПЦ Томоса об автокефалии.

Постановили: Поскольку мы не находимся в молитвенно-ехаристическом общении ни с Московской патриархией, ни с Вселенской патриархией ввиду исповедания ими ереси экуменизма и многих других отступлений от Православной Веры, нас их решения и постановления никоим образом не касаются.

Слушали: Секретаря о Болгарском Синоде

Постановили: Возблагодарить Бога за преодоление некоторых бывших недоразумений между Греческой и Болгарской Старостильными Церквами.

Слушали: Председателя о преодолении разделений между частями РПЦЗ

Постановили: Вынуждены констатировать, что все наши попытки восстановить единство между «осколками» былой РПЦЗ не увенчались никаким успехом. Но не смотря на это мы остаемся открыты к диалогу и молимся Богу о восстановлении единства между нами.

Слушали: Председателя и епископа Афанасия об обращении некоторых клириков и мирян с вопросами и предложениями к Архиерейскому Собору РПЦЗ.

Постановили: Принять обращение к сведению и рекомендовать им за разъяснением интересующих их вопросов обращаться к правящему архиерею.

Слушали: Сообщения Председателя, Секретаря, а так же, каждого из участников Собора по поводу запрещенных в священнослужении архиеп. Андроника и архиеп. Софрония

Постановили: Лишить сана запрещенных в священнослужении архиепископа Андроника и архиепископа Софрония. («За» - проголосовало 9 архиереев, «Против» - проголосовало 3 архиерея)

Постановили: Утвердить проект Послания Архиерейского Собора верным чадам РПЦЗ с внесенными поправками.

Слушали: Председателя о наших епархиях в РФ

Постановили: Упразднить Суздальскую епархию. Приход в Самаре присоединить к Вологодской епархии.

Упразднить Кубанскую епархию, присоединив имеющиеся там два прихода к Воронежской епархии.

ЖУРНАЛ №19

Слушали: Председателя о канонизации Первосвятителей РПЦЗ.

Постановили: Вопрос о канонизации решить положительно Архиерейским Собором нашей Церкви. Некоторые спорные мнения наших святителей, не принятые нашей Церковью на сегодняшний день, не являются препятствием для их прославления. Продолжить подготовку к торжествам канонизации.

ЖУРНАЛ №20

Слушали: Секретаря и участников Собора о необходимости внесения изменений в текст Положения о Русской Православной Церкви Заграницей.

Постановили: В связи с тем, что при обсуждении данного вопроса выяснились разные мнения, - перенести решение этого вопроса на следующее заседание Собора.

Заседания Архиерейского Синода Русской Православной Церкви Заграницей проходили 12/25 октября 2018 года в Одессе, в Синодальном Представительстве сразу по закрытии заседаний Архиерейского Собора.

Присутствовали: Высокопреосвященный митрополит Агафангел, Первоиерарх и Председатель Архиерейского Синода РПЦЗ; Преосвященные: архиепископ Георгий (Секретарь), епископ Афанасий, епископ Николай, епископ Анастасий, епископ Никон, епископ Кирилл, епископ Роман, епископ Анфим и епископ Иоанн. Заместитель Председателя Архиерейского Синода епископ Григорий и архиепископ Иоанн принимали участие в заседаниях Собора по скайпу.

СПРАВКА

из личных дел лишённых сана архиепископов Анроника (Котлярова) и Софрония (Мусиенко)

1. Архиепископ Андроник (Котляров) своим заявлением, высказанном в письме от 09.07.2016 отказался подчиняться как Первоиерарху, так и Архиерейскому Синоду и Собору РПЦЗ чем нарушил 34 Апостольское правило, а также данную при хиротонии Архиерейскую Присягу, т.е., совершил тяжкий грех клятвопреступления (см. 25 Апостольское прав.). Кроме того, Архиеп. Андроник, вопреки Постановлению Архиерейского Собора 2014 года «О правилах ведения дискуссий в общедоступных информационных ресурсах» опубликовал в интернете информацию, в которых порочится честь и достоинство членов нашей Церкви, чем нарушил 55 и 56 Апостольские прав. и 18 прав. 4 Вселенского Собора. Также Архиеп. Андроник осуществил самовольное вторжение в чужую епархию (14 Апостольское прав.; 15 прав. 1 Вселенского Собора; 2 прав. 2 Вселенского Собора; 1 и 2 прав. Сардикийского Собора). Позже архиеп. Андроник отказался, после трехкратного письменного вызова, явиться на Суд Архиерейского Синода 21.07.2016 г., поэтому: "Дело Преосвященного Андроника рассматривалось в его отсутствии согласно пар. 76 Прим. Положения о Церковном Суде". Суд Архиерейского Синода признал, что: "Согласно указанным Церковным правилам, по канонической акривии, Архиепископ Андроник подлежит лишению сана, а по 2 прав. Сардикийского Собора – лишению сана и отказу в причащении на смертном одре". Но, Суд Архиерейского Синода постановил: "Руководствуясь братской во Христе любовию, архипастырской икономией и заботой о нуждах паствы; пар. 70, пар. 74, Примечанием к пар. 76 и пар. 79 Положения о Церковном Суде РПЦЗ, 77 прав. Карфагенского Собора..", почислил Преосвященного Андроника на покой с правом служения только в храме в Маунтин Вью (США) до Всезарубежного Собора, согласно его собственного заявления, с правом апелляции на это решение (пар. 75 Положения о Церковном Суде РПЦЗ). Владыка, решению Суда Архиерейского Синода не подчинился, апеляцию на решение Суда Архиерейского Синода, в положенный срок не подал и в дальнейшее время, но продолжил свои раскольнические действия в качестве правящего архиерея.

2. Архиепископ Софроний (Мусиенко) своим заявлением, высказанном в письме от 22.06.2016 года и подтвержденным письмом от 13.07.2016 г., отказался подчиняться как Первоиерарху, так и Архиерейскому Синоду и Собору РПЦЗ, чем нарушил 34 Апостольское правило, а также данную при хиротонии Архиерейскую Присягу, т.е., совершил тяжкий грех клятвопреступления (см. 25 Апостольское прав.). Кроме того, Архиеп. Софроний, вопреки Постановлению Архиерейского Собора 2014 года «О правилах ведения дискуссий в общедоступных информационных ресурсах» опубликовал в интернете информацию, в которых порочится честь и достоинство членов нашей Церкви, чем нарушил 55 и 56 Апостольские прав. и 18 прав. 4 Вселенского Собора. Карфагенского Собора..", почислил Преосвященного Софрония на покой с правом служения в Богоявленском монастыре в Навережье (РФ) до Всезарубежного Собора, согласно его собственного заявления, с правом апелляции на это решение (пар. 75 Положения о Церковном Суде РПЦЗ). Владыка, решению Суда Архиерейского Синода не подчинился, апеляцию на решение Суда Архиерейского Синода, в положенный срок не подал и в дальнейшее время, но продолжил свои раскольнические действия в качестве правящего архиерея.

- В конце лета 2016 г., Председатель и Секретарь Синода провели переговоры, в США, с архиепископами Андроником и Софронием, в присутствии митрополита Димитрия и митрополита Моисея, представителей ИПЦ Греции. Все предложения по уврачеванию возникшей церковной проблемы, а также увещания к братскому примирению озвученные Первоиерархом РПЦЗ, в конечном счёте были отвергнуты.

3. Архиерейский Собор РПЦЗ проходивший, 25-27 октября 2016 года, в Одесском, Синодальном представительстве, выступил с призывом: "Разсудив о ситуации, сложившейся в наших епархиях в Америке, Канаде и Российской Федерации, принимая во внимание то, что находящиеся на покое архиереи Андроник (бывший Сиракузский и Свято-Никольский) и Софроний (бывший Санкт-Петербургский и Северно-Русский) не признали Постановлений Церковного Суда о них, и, вопреки этим Постановлениям ведут себя как правящие архиереи. Архиепископ Андроник своими беззаконными священнодействиями, и, вместе с архиепископом Софронием, лже-учительством и административными действиями продолжая вводить в смущение паству, чем, согласно канонам, заслужили наказание вплоть до лишения священного сана. Учитывая то, что лукаво призывая к миру, они не желают вести переговоры со священноначалием РПЦЗ и отказались прибыть на Архиерейский Собор, а также делают всё от них возможное, чтобы не состоялось примирение в лоне Святой Церкви, стремятся учинить разделение, основываясь на еретическом лже-учении, специально для этого ими придуманным.

Исчерпав все возможности для достижения мира и согласия, Архиерейский Собор Русской Православной Церкви Заграницей принял решение предать их воле Божией с тем, чтобы они сами решили свою дальнейшую судьбу.

Архиерейский Собор призывает всех, поддерживающих архиепископов Андроника и Софрония оставить свои намерения устраивать самочинное сборище, именуемое ими "Всезарубежным Собором" и распустить так называемую "Предсоборную комиссию". Такое сборище, созываемое без благословения Архиерейского Синода, в случае его собрания, явится актом раскола и зримым свидетельством отпадения от Церкви. В случае созыва этого сборища, все, пожелавшие на нем присутствовать, засвидетельствуют, что, будучи предупреждены, сознательно и по своей воле отделяются от Церкви, что будет подтверждено со стороны Архиерейского Собора изданием Указов о запрещении в священнослужении архиепископов Андроника и Софрония, принявших участие в сборище священнослужителей – запрещением в священнослужении со стороны их законных правящих архиереев, а всех принявших участие в сборище мирян – отлучением от Св. Причастия, для чего издано специальное Соборное Постановление.

Архиерейский Собор призывает архиепископов Андроника и Софрония, а также всех поддерживающих их священнослужителей и мирян, отрекшись от еретического лже-учения о том, что Единая Церковь Христова в наши дни видимо не существует, а существует в виде разделившихся и не имеющих общения между собой "осколков", отказаться от бунта против законной Церковной власти, и приступить к подготовке настоящего законного Всезарубежного Собора, состоящего из всех архиереев, представителей епархий, клириков, монашествующих и мирян, через которых, по вере Церкви, только и может осуществиться Воля Божия."

- Проигнорировав предложение Архиерейского Собора, об участии в подготовке созыва, в соответствии с Положением об РПЦЗ, канонического 6-го Всезарубежного Собора, всей нашей Церкви, почислинные на покой архепископы Андроник и Софроний провели свой 6-й лже всезарубежный собор, вместе с раскольниками отпавшими от РПЦЗ.

4. На основании Постановления Архиерейского Собора, от 25-27 октября 2016 года и Указов № 212, 213, от 28.11.2016г./10.01.2017г., архиепископы Андроник и Софроний, как бунтовщики, еретики и раскольники, запрещены в священнослужении. Указам Архиерейского Собора, о запрещении в священнослужении, владыки не подчинились и продолжили свои действия в качестве правящих архиереев.

5. 04 июня 2017 года, запрещённые в священнослужении архиепископы: Андроник (Котляров) и Софроний (Мусиенко), совершили незаконную "хиротонию" во епископа Ярравилльского и Австралийского запрещённого игумена Андрея (Ерастова).

6. Архиерейский Собор Русской Православной Церкви Заграницей, проходивший с 11/24 по 13/26 октября 2017 года в Одессе, в Синодальном Представительстве, постановил: "совместно с греческими собратьями архиереями обратиться к отколовшимся от Церкви с призывом их к церковному миру. Окончательное решение об владыках Андронике и Софронии отложить до следующего Архиерейского Собора".

7. Архиерейский Собор РПЦЗ, проходивший в Одесском Синодальном представительстве, 10/23 по 12/25 октября 2018 г., постановил: "Лишить сана запрещённых в священнослужении архиеп. Андроника и архиеп. Софрония"

The sessions of the Council of Bishops of the Russian Orthodox Church Outside of Russia were held from 10/23 to 12/25 of October, 2018 in Odessa, at the Synodal Mission.

In attendance: His Eminence Metropolitan Agafangel, First Hierarch and Chairman of the ROCOR Bishops' Council; The Right Reverend: Archbishop George (Secretary), Bishop Athanasius, Bishop Nicholas, Bishop Anastasius, Bishop Nikon, Bishop Cyril, Bishop Roman, Bishop Anfim and Bishop John. Archbishop John took part in the meetings of the Council on Skype. Bishop Gregory joined the Council on the second day, also via Skype.

Resolved: To recommend to Bishop Nikon that he tend to establishing a stable relationship with regards to the organization of a permanent diocesan center.

Listened: To the Chairman about the situation in the Ukraine and the Russian Federation in connection with the possible provision of the UOC Tomos regarding autocephaly.

Decided: Since we are not in prayerful and ecclesiastical communion with either the Moscow Patriarchate or the Ecumenical Patriarchate, in view of their confession of the heresy of ecumenism and many other deviations from the Orthodox Faith- their decisions and resolutions do not concern us.

Listened to: The Secretary concerning the Bulgarian Synod.

Decided: To thank God for the overcoming of some of the former misunderstandings between the Greek and Bulgarian Old Calendar churches.

Listened: To the Chairman on overcoming divisions between parts of the ROCOR.

Resolved: We are compelled to acknowledge that all our attempts to restore unity between the “fragments” of the former ROCOR were not crowned with any success. But despite this, we remain open to dialogue, and pray to God for the restoration of unity between all of us.

Listened to: the Chairman and Bishop Athanasius on the appeal of some clerics and laity with questions and suggestions for the ROCOR Bishops' Council.

Decided: To take note of their appeal, and to advise them to contact their ruling bishop for the clarification of their questions.

Decided: To approve the draft of the Epistle of the Bishops' Council to the faithful children of the ROCOR, as amended.

Listened to: the Chairman about our dioceses in the Russian Federation.

Resolved: to discontinue the Suzdal Diocese. To join the parish in Samara to the Vologda diocese.

To discontinue the Kuban diocese, joining the two parishes existing there to the Voronezh diocese.

JOURNAL № 19

Heard: The Chairman apropos the canonization of the First Hierarchs of the ROCOR.

Resolved: To resolve the question of canonization positively by the Bishops' Council of our Church. Some controversial opinions of our holy hierarchs which have not been accepted by our Church at present, are not an obstacle to their glorification. To continue preparing for the canonization celebrations.

JOURNAL № 20

Listened to: the Secretary and the participants of the Council about the need to amend the text of the Regulations of the Russian Orthodox Church Outside of Russia.

Resolved: In connection with the fact that when discussing this issue, different opinions emerged, to postpone the resolution of this issue to the next meeting of the Council.

The sessions of the Synod of Bishops of the Russian Orthodox Church Outside of Russia were held on 12/25 October, 2018 in Odessa, in the Synodal Mission immediately after the closure of the sessions of the Council of Bishops.

1. Archbishop Andronik (Kotlyarov), by his statement expressed in his letter dated July 9th, 2016, refused to obey both the First Hierarch and the Synod of Bishops and the ROCOR Council, with which he violated the 34th Apostolic Rule, as well as the Bishop's Oath given during consecration, that is - he committed the heavy sin of perjery (the breaking of an oath - see 25th Apostolic Rule). In addition, contrary to the Resolution of the Bishops' Council of 2014 “On the Rules for Conducting Discussions in Public Information Resources”, Archbishop Andronik published information on the Internet that discredited the honor and dignity of members of our Church, thereby violating the 55th and 56th Apostolic rules and the 18th rule of the 4th Ecumenical Council. Also, Archbishop Andronik carried out an unauthorized intrusion into another diocese (14th Apostolic rule; 15th rule of the 1st Ecumenical Council; 2nd rule of the 2nd Ecumenical Council; 1st and 2nd rule of the Serdica (former Sofia) Council). Later, Archbishop Andronik refused, after a three-fold written appeal, to appear at the Court of the Synod of Bishops on July 21, 2016, therefore: "The case of the Right Reverend Andronik was considered in his absence in accordance with paragraph 76 of the Provisions on the Church Court." The court of the Synod of Bishops acknowledged that: "Persuant to the Church rules, according to canonical acrivia (rigor), Archbishop Andronik is subject to defrocking, and according to the 2nd rule of the Serdica Council - to be defrocked, and to be refused holy communion on his deathbed." However, the Court of the Synod of Bishops decreed: “Guided by brotherly love in Christ, and archpastoral economia (leniency) and concern for the needs of the flock; par. 70, par. 74, notes to par. 76 and par. 79 of the Church Court Regulations of the ROCOR, 77th rule of the Carthaginian Council .. ", sent Bishop Andronik into retirement with the right to serve only in the Mountain View (USA) church,before the All-Diaspora Council, according to his own statement, with the right to appeal this decision (paragraph 75 of the Church Court Regulations of the ROCOR). Vladyka did not submit to the decision of the Court of the Bishops' Synod, did not appeal the decision of the Court of the Synod of Bishops in due time, nor did he file for an appeal even later on, but continued his divisive actions while acting in the capacity of ruling bishop.

2. Archbishop Sofrony (Musienko), according to his statement expressed in a letter of 06/22/2016 and a confirmed letter of 07/13/2016, refused to obey both the First Hierarch and the Synod of Bishops and the ROCOR Council, with which he violated the 34th Apostolic Rule, as well as the Bishop's Oath during his consecration, i.e., he committed the grave sin of perjury (see the 25th Apostolic Rule). In addition, contrary to the Resolution of the Bishops' Council of 2014 “On the Rules for Conducting Discussions in Public Information Resources”, Archbishop Sofrony published information on the Internet that discredited the honor and dignity of members of our Church, thereby violating the 55th and 56th Apostolic rules and the 18th rule of the 4th Ecumenical Council. Archbishop Sofrony refused, after a three-fold written summons, to appear before the Synod of Bishops on 07/21/2016. ", sent Bishop Sophrony into retirement with the right to serve in the Theophany Monastery in Naverezhye (RF) before the All-Diaspora Council, according to his own statement, with the right to appeal this decision (par. 75 of the Church Court Regulations of the ROCOR). Vladyka did not submit to the decision of the Court of the Bishops' Synod, did not appeal the decision of the Court of the Synod of Bishops in due time, and did not even file an appeal later on, but continued his divisive tactics while acting in the capacity of ruling bishop.

- At the end of the summer of 2016, in the USA, the Chairman and the Secretary of the Synod held conversations with the Archbishops Andronik and Sophrony in the presence of Metropolitan Demetrius and Metropolitan Moses, representatives of the GOC of Greece. All proposals for the healing of the arisen problem in the church, as well as any admonitions for fraternal reconciliation voiced by the First Hierarch of the ROCOR, were ultimately rejected.

3. The Bishops' Council of the ROCOR, which was held on October 25-27, 2016, in the Synodal headquarters in Odessa, issued an exhortation: “Having considered the situation which emerged in our dioceses in America, Canada, and the Russian Federation, and taking into account that the hierarchs Andronik (formerly of Syracuse and St. Nicholas) and Sofrony (former of St. Petersburg and Northern Russia) did not recognize the decisions of the Church Court concerning them, and, contrary to these decrees- behave like ruling bishops. Archbishop Andronik, with his unlawful performing of divine services, along with Archbishop Sophrony, continued to lead the flock into confusion with their false teachings and administrative actions, which, according to the canons - deserved punishment up to the deprivation of their clerical rank (defrocking). Considering that they call for peace in a deceitful manner, they do not want to negotiate with the ROCOR hierarchy. They refused to come to the Bishops' Council, and also do everything possible to prevent reconciliation from taking place in the bosom of the Holy Church, striving to establish a division based on heretical false teachings, contrived by them especially for this purpose.

Having exhausted all possibilities for achieving peace and harmony, the Bishops' Council of the Russian Orthodox Church Outside of Russia decided to commit them to the will of God so that they themselves would decide their future fate.

The Bishops' Council calls on all those who support archbishops Andronik and Sophrony to give up their intentions to organize an unauthorized gathering, referred to by them as the "All-Diaspora Council" and disband the so-called "Pre-Council Committee". Such a gathering, convened without the blessing of the Synod of Bishops, in the case of its meeting- will present itself as an act of schism, and will be the visible evidence of the falling away from the Church. In the case of the convening of this gathering, all those who wish to attend, will bear witness that, being warned, they consciously and voluntarily separate themselves from the Church. This will be confirmed by the Council of Bishops by issuing Decrees on the prohibition of archbishops Andronik and Sophrony from serving. Those who will take part in a gathering of clergymen will be banned from serving by their legitimate ruling bishops. And all the laity who took part in the gathering - will be excommunicated from the reception of Holy Communion, for which a special Council Ordinance will be issued.

The Council of Bishops calls upon the Archbishops Andronik and Sophrony, as well as all the clergy and laity who support them, to renounce the heretical false doctrine stating that the One Church of Christ apparently does not exist today, but rather exists in the form of split "fragments" which do not communicate between themselves, to abandon their rebellion against the legitimate Church authority, and to proceed to the preparation of a genuine, legal All-Diaspora Council, consisting of all the bishops, the representatives of the dioceses, the clerics, the monastics and laity, through whom - and through the faith of the Church only - can the will of God be fulfilled."

- Having ignored the proposal of the Council of Bishops to participate in the preparation of the summoning of a canonical 6th All-Diaspora Council of our entire Church, in accordance with the Provision of the ROCOR - the sent-into-retirement archbishops Andronik and Sophrony conducted their false 6th All-Diaspora Council, together with the schismatics who have fallen away from the ROCOR.

4. On the basis of the Resolution of the Bishops' Council, dated October 25-27, 2016 and Decrees No. 212 and 213, dated November 28, 2016 / January 10, 2017, the archbishops Andronik and Sofrony- as rebels, heretics and schismatics - are banned from serving. The Right Reverends did not obey the decrees of the Council of Bishops on the prohibition from serving in their ministry, and instead continued their activities as ruling bishops.

5. On June 4, 2017, the archbishops banned from serving: Andronik (Kotlyarov) and Sofrony (Musienko), committed an unlawful "consecration" of the banned Abbot Andrew (Erastov), to a Bishop of Yarravilli and Australia.

6. The Bishops' Council of the Russian Orthodox Church Outside of Russia, which was held from 11/24 to 13/26 of October, 2017 in Odessa in the Synodal Headquarters, decided: “jointly, with our fraternal Greek bishops, to appeal to those who had broken away from the Church, towards church peace. The final decision concerning archbishops Andronik and Sophrony to be postponed until the next Council of Bishops. "

7. The Bishops' Council of the ROCOR, held in the Odessa Synodal Headquarters, from 10/23 to 12/25 of October, 2018, resolved: "To deprive the banned from the priesthood (banned from serving) Archbishop Andronik and Archbishop Sofrony of their ranks."

верным чадам Русской Православной Церкви Заграницей

Всечестные отцы, братья и сёстры, монашествующие и миряне!

Помня о том, что дни лукавы и в каждое время диавол, чтобы навредить Церкви Христовой, применяет очередное своё лукавство, следует ясно видеть те искушения, с помощью которых он пытается препятствовать нашему спасению. Сейчас очевидно, что "время разбрасывать камни и уклоняться от объятий" (Еккл 3.5) затянулось так, что разделения среди христиан приняли необратимый характер, и кажется даже нет смысла говорить об этом, поскольку призывы к единству повисают в воздухе и не доходят до ушей тех, кому они предназначены.

Это общая тенденция помутнения совести и рассудка настолько распространилась везде и всюду, что остановить это пагубное явление представляется непосильным делом.

Мы видим, как некоторые, бывшие недавно среди нас, сознательно отвергнув Закон Божий и Священные Каноны, потеряли и совесть, поскольку она не обличила их, сотворивших беззаконие.

Если прочесть обоснование раскольниками своих действий, то обращает на себя внимание утверждение, что в наши дни, якобы, надо жить по-новому – Церковные каноны потеряли своё значение и наступило время, когда следует действовать, сообразуясь со своей совестью, а не руководствоваться указаниями церковного Закона.

Наш Архиерейский Собор свидетельствует, что именно в этом теперь одно из главных заблуждений настоящего времени. Причём, это заблуждение многих, если не всех, раскольников и иных богопротивников, думающих и убеждающих себя и других, что они, будто бы, находятся в лоне Церкви Христовой.

Апостол Павел указывает на прямую взаимосвязь Закона и совести человека: "Не слушатели закона праведны пред Богом, но исполнители закона оправданы будут, ибо когда язычники, не имеющие закона, по природе законное делают, то, не имея закона, они сами себе закон: они показывают, что дело закона у них написано в сердцах, о чём свидетельствует совесть их и мысли их" (Рим 2.13-15).

Истинная вера невозможна без доброй совести. Когда знающие Заповеди Божии и Каноны Церкви поступают вопреки им, то это свидетельствует только об одном – что совесть их осквернилась и уже не может служить Истине. О таковых пишет Апостол Павел Тимофею, завещая ему хранить "веру и добрую совесть, которую некоторые отвергнув, потерпели кораблекрушение в вере; таковы Именей и Александр, которых я предал сатане, чтобы они научились не богохульствовать" (Тим 1.19-20) – отвергнувших добрую совесть и по этой причине потерпевших "кораблекрушение в вере" (то есть, потерявших веру), Апостол предал сатане (отлучил от Церкви)!

Согласно Священному Писанию, на пути к спасению мы не можем полагаться исключительно на одну только свою совесть, поскольку совесть может быть искажена – наполнена "мёртвыми делами" (Евр 9.14), нечиста (2Тим 1.3), зла (Евр 13.18), осквернена (Тит 1.15), немощна и признающая идолов (1Кор 8.7). Также на Литургии во время пения Херувимской песни священник молится ко Господу: "Очисти мою душу и сердце от совести лукавыя". Непорочная совесть, как и истинная вера, поверятся только исполнением Закона, данным нам Богом через Святых Отцов – исполнение и завершение которого есть Христос.

Закон Божий и чистая совесть составляют одно неразрывное целое – незнание Закона восполняется чистой совестью, и, в свою очередь, исполнение Закона свидетельствует о наличии доброй совести в человеке. По-настоящему совестливый человек исполняет закон Божий, даже не зная его, а не имеющий доброй совести не живёт, да и не может жить, по Закону Божиему.

В чине Исповедания архиерейского новорукополагаемый присягает: "Обещаю каноны святых апостолов, семи вселенских и благочестивых поместных соборов, и правила святых отцов хранить и соблюдать. Всё, что они приняли, и я принимаю, и то, от чего они отвратились, и я отвращаюсь. Ещё обещаю предания церковные, святые уставы и все чины соборной восточной православной церкви хранить неизменно. Обещаю церковный мир соблюдать и твёрдо его держаться, и во все дни моей жизни ни единым своим помышлением в чём-то противящимся православной, соборной восточной христианской вере не мудрствовать, а следовать во всём и повиноваться Архиерейскому Синоду, и преосвященным митрополитам, архиепископам и епископам, братии моей, во всём с ними согласным быть и единым".

Это исповедание касается не только архиереев, но и священства, монашеского и мирского чина, то есть, всех нас, всего народа Божиего. Сила Церкви в истинной вере и единстве со Святой Апостольской Церковью, в которой только и пребывает Истина и спасающая Благодать Святаго Духа. Нарушивший это исповедание, тем более сознательно, от мирянина до архиерея ставит себя вне Церкви Христовой.

Мы призываем свою паству не внимать заблудшим людям, учиняющим расколы и этим хулящим Святых Отцов и Церковное Предание. Нам всем дóлжно жить по Заповедям Божиими, Правилам и Канонам церковным, поскольку дух Закона Божиего, содержащийся в Предании и постановлениях Отцов, есть также знак чистоты нашей христианской совести и подлинной, православной, веры.

Так учили Святые Отцы, так и мы должны верить и хранить их духовное наследие, чтобы передать его тем, кто придёт вслед за нами.

Epistle of the Bishops' Council

to the faithful children of the Russian Orthodox Church Outside of Russia

Honorable fathers, brothers and sisters, monastics and laity!

Bearing in mind that the days are evil, and that during each era, the devil applies his latest craftiness and cunning in order to harm the Church of Christ - one should try to see the temptations with which he clearly tries to hinder our salvation. It is now evident that “A time to cast away stones, (...) and a time to refrain from embracing” (Eccl 3: 5) coninues already over a long period of time, such that the divisions among Christians have taken on an irreparable character; and it seems that there is no point in talking about this, since calls for unity hang in the air (remain on hold) and do not reach the ears of whom they are intended.

This general tendency of the dulling of the conscience and of one's reasoning has spread so much everywhere and throughout, that it is an impossible task to stop this pernicious phenomenon.

We see how some of those who were recently among us, as a result of their consciously rejecting the Law of God and the Sacred Canons- have lost their conscience as well, since their conscience did not expose them- they, who had comitted this lawlessness.

If you have read the dissenters' justification of their actions, then the statement that "it’s necessary to live in a new way" draws attention to itself: Church canons have lost their meaning and the time has come when they should act in accordance with their conscience, and not be guided by the instructions of the laws of the Church.

Our Bishops' Council testifies that this is now one of the main misconceptions of the present day. Moreover, this is a delusion of many, if not all, schismatics and other opponents of God, thinking and persuading themselves and others, that they are supposedly in the bosom of the Church of Christ.

The Apostle Paul points to the direct relationship between the Law and the conscience of man: "For not the hearers of the law are just before God, but the doers of the law shall be justified. For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves: Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another" (Romans 2:13-15).

True faith is impossible without good conscience. When those who know the Commandments of God and the Canons of the Church act contrary to them, this only indicates one thing - that their conscience has become defiled and can no longer serve the Truth. Of these, the Apostle Paul writes to Timothy, instructing him to keep: "Holding faith, and a good conscience; which some having put away concerning faith have made shipwreck:  Of whom is Hymenaeus and Alexander; whom I have delivered unto Satan, that they may learn not to blaspheme." (Tim 1: 19-20) - those who rejected a good conscience, and for this reason suffered "shipwreck in faith" (that is, those who lost faith), the Apostle committed to Satan (excommunicated)!

According to Holy Scripture, on the path to salvation we cannot rely solely on our own conscience alone, since the conscience can be distorted - it can be filled with “dead works” (Heb 9:14), unclean (2 Tim 1: 3), evil (Heb 13: 18), defiled ( Titus 1: 15), weak and recognizing idols (1 Cor 8: 7). The irreproachable conscience, like true faith- is tested only by the fulfillment of the Law. The Law is given to us by God through the Holy Fathers, the fulfillment and completion of which- is Christ.

The Law of God and a clear conscience constitute one inseparable whole. Ignorance of the Law is compensated by a clear conscience, and, in turn- the fulfillment of the Law indicates the presence of a good conscience in a person. A truly conscientious person fulfills the Law of God, even without knowing it. On the other hand, he who does not have a good conscience does not, and cannot even live according to the Law of God.

In the rite of the Confession of a Bishop, the newly-ordained swears: "I promise to keep and preserve the canons of the holy Apostles, the seven ecumenical and pious local councils, and the rules of the Holy Fathers. Everything that they accepted - I accept; and whatsoever they turned away from, I turn away from. I also promise to keep the traditions of the Church, the holy statutes and all the rites of the catholic eastern orthodox Church unchanged. I promise to maintain peace within the church, and to firmly keep it; and all the days of my life, to never oppose the orthodox, catholic eastern Christian faith in any way- not even in thought; not to philosophize, and in everything- to follow and to obey the Synod of Bishops and the Right Reverend Metropolitans, archbishops and bishops, my brothers, and in all things to be in agreement with them, and to be united with them as one."

This confession concerns not only bishops, but also the priesthood, the monastic order and the laity, that is- all of us- all the people of God. The strength of the Church exists in true faith and in unity with the Holy Apostolic Church, the only church in which the Truth and the saving Grace of the Holy Spirit dwell. He who has broken this confession, and he who even more so has broken it consciously, from the layman to the bishop- places himself outside of the Church of Christ.

We call on our flock not to heed disillusioned people, who create schisms and thus blaspheme the Holy Fathers and Church Tradition. We must all live according to the Commandments of God and the Rules and Canons of the Church, in as much as the spirit of the Law of God, which is contained in the Tradition and the decrees of the Fathers- is also a sign of the purity of our Christian conscience and of genuine, Orthodox faith.

This is what the Holy Fathers taught; so we must believe in and preserve their spiritual legacy in order to pass it on to those who come after us.

Пастырям и пастве, оказавшимся в расколе

Раскол есть разделение Тела Христова, одна из частей которого, содержащая Главу этого Тела – Христа, продолжает жизнь, а другая, подобно отсечённой ветви, умирает. Не может быть раскол благодатным, как не может быть двух Тел у Христа – это ересь и ложь, получившая ныне широкое распространение в среде так называемого альтернативного православия.

Тем не менее, находятся те, кто пытается утверждать, что раскола в наше время не существует, а есть что-то вроде "щепочек от разбитого корабля Православия, на которых тоже спасаются". Эта ересь, возникшая совсем недавно, настолько же пагубная, как все прочие ереси.

Перед началом нашего Собора раскольники потщились распространить мнение, что было бы лучше всего Архиерейскому Собору их просто простить. Тогда бы наступил мир и благополучие в РПЦЗ. Этот их посыл был озвучен некоторыми нашими представителями. Но, совершенно очевидно, что это их действие есть плод лукавства, поскольку, если бы они действительно желали прощения и примирения, то они прямо бы обратились с этим к нашему Собору, а не подбрасывали эту мысль окольными путями. Цель понятна – если мы пойдём на эту уловку и простим нераскаянных еретиков и раскольников, то они получат возможность и дальше разрушать нашу Церковь изнутри своими антихристианскими действиями. Если же мы отвергнем их предложение, то будем выглядеть немилосердными гонителями "исповедников".

В действительности ясно, что они не желают мира и благополучия Церкви. Все, кто хоть немного посвящён в обстоятельства этого дела, могут подтвердить, что с нашей стороны имели место многократные обращения к ним, приглашения к диалогу, не один раз делались предложения конкретных шагов к примирению, в этом также принимали участия представители наших братских Церквей: ИПЦ Греции пыталась неоднократно склонить их к преодолению раскола, также и в Румынии владыку Андроника призывали прекратить раскольнические действия, владыка Болгарский Фотий письменно увещевал ижевских клириков прекратить безчиния в Церкви. Но всё это оказалось напрасным – раскольники, убедившись, что им не удаётся склонить на свою сторону братские Церкви, вместо покаяния и вразумления, стали ещё больше упорствовать в своей неправде. И даже пригрозили объявить наших греческих братьев еретиками.

С их стороны не было ни одного предложения и даже высказанного желания прекратить этот раскол. Напротив, они пытаются до последних дней раскалывать Церковь не гнушаясь никакими способами – обзванивают по телефону не только наших священнослужителей, но даже мирян, распространяя клевету и зазывая их в свою еретическую группировку.

Запрещённый в священнослужении раскольник Олег Миронов заявил, что главное – это имущество, и даже сравнил имущество раскольников с колбасой. "У нас колбаса, значит мы можем диктовать Синоду свои условия". Такая, вот, выходит раскольничья вера – в материализм и колбасу.

Архиерейский Собор Русской Православной Церкви Заграницей призывает всех клириков и мирян, сохранивших совесть и веру во Святую Троицу и во Единую Святую Соборную и Апостольскую Церковь, волею обстоятельств и недоразумений оказавшихся в расколе, вернуться в спасительную Церковь, из которой они вышли.

Russian Orthodox Church Outside of Russia

To the Shepherds and flock who find themselves in schism

Schism is the division of the Body of Christ. One of the parts of the Body of Christ, which contains the Head of this Body- Christ - continues life, and the other part, like a severed branch - dies. There can be no grace within a schism, just as two Bodies of Christ cannot exist - this is heresy and a lie, which is now widely spread among so-called alternative Orthodoxy.

Nevertheless, there are those who are trying to assert that in our times, schisms do not exist, but rather that there exists something like "fragments from the broken ship of Orthodoxy, on which one also can be saved." This heresy, which arose most recently, is as pernicious as all other heresies.

Before the start of our Council, the schismatics tried to spread the opinion that it would be best for the Bishops' Council to simply forgive them. Then peace and prosperity would come to ROCOR. This is their message, which was voiced by some of our representatives. It is absolutely clear that this tactic of theirs is the fruit of deceit, because if they really wanted forgiveness and reconciliation, they would have turned directly to our Council regarding this, and would not have thrown this idea around in an indirect manner. Their goal, however, is clear - if we accept this ploy and forgive the unrepentant heretics and schismatics, they will be able to further destroy our Church from within, with their anti-Christian tactics. But if we reject their proposal, we will appear like merciless persecutors of the “confessors”.

In fact, it is clear that they do not want the peace and welfare of the Church. All those who are at least a little familiar with the circumstances of this case can confirm that we have made multiple appeals to them, with invitations to hold a dialogue. Proposals with concrete steps towards reconciliation have been made more than once, and representatives from our brother Churches also took part in this: the TOC of Greece tried repeatedly to persuade them to overcome the schism. The Romanians appealed to Vladyka Andronik to stop committing divisive actions, and Vladyka Photiy from Bulgaria in writing exhorted the clergymen of Izhevsk to stop their chaos in the Church. But all of this turned out to be in vain - the schismatics, after having been convinced that they could not win the fraternal Churches to their side, instead of repentance and correction - began to persist even more in their deception. They even threatened to declare our Greek brothers to be heretics.

On their part, there was neither one single proposal nor even an expressed desire to end this division. On the contrary, they are trying up until now - these very last days - to divide the Church, not disdaining any unscrupulous method: they make phone calls not only to our clergy, but even to the laity, spreading slander, and inviting them into their heretical group.

Oleg Mironov, a schismatic priest banned from serving, declared that the most important thing is property, and he even compared the schismatics' property with sausage. "We have a sausage, so we can dictate our conditions to the Synod." So, such is what schismatic faith gives birth to - materialism and sausage.

To every Christian, it is clear that it is not property in the Church that takes precedence, but faith which agrees with Holy Scripture and Tradition, and which includes the Canons and ordinances of the Holy Councils and the Fathers. These are all rejected by the latter-day schismatics.

The Bishops' Council of the Russian Orthodox Church Outside of Russia calls upon all clergy and laity who have maintained their conscience and their faith in the Holy Trinity and in the One, Holy, Catholic, and Apostolic Church, and who - as a result of certain circumstances and misunderstandings have found themselves to be in schism - to return to the saving Church from which they have left.
