From the ROCA Provisional Supreme Church Authority

to all faithful members of the Russian Church Abroad

 

By the Grace of God, the Provisional Supreme Church Authority was established at the Conference of ROCA Parish Representatives and has begun its work. Our primary goal is to prepare for the Vth All-Diaspora Council, while establishing and bringing order to our dioceses, monasteries, and parishes given the current circumstances. Members of our Authority come from the dioceses of our Church, and they must strive to establish a full church life within our dioceses, monasteries, and parishes to the extent that it is possible. We plan to meet approximately every 6 months. If everything goes according to plan, our Authority will meet three times before the Vth All-Diaspora Council is convened, which is currently scheduled for Fall 2008. In the time between these meetings, all matters concerning our Church will be decided by the PSCA Chairman after consulting with the other PSCA members, as well as with all faithful members of the Russian Church Abroad.

We affirm that all policies of our Church are based on the standards and synodal decisions of ROCA from the time of its origin to May 4/17, 2007.

We ask your prayers and support in our effort to restore the canonical structure of the ROCA, for the sake of the salvation of all those remaining true to Gods Word - Our God Jesus Christ.

Create the North American Administrative District, which will temporarily include the dioceses of Western America, Chicago-Detroit, Eastern America and Canada.

Select Hegumen Andronik Kotlyarov as the Administrator of the North American Administrative District.

Select Fr. Victor Dobrov as the Secretary of the North American Administrative District.

Select Archpriest Georgiy Petrenko as the Administrator of the South American Diocese.

The clergy in Argentina may propose a candidate for Administrator of Argentina, subject to approval by the ROCA PSCA.

Create the Central Russian Administrative District, which will include the dioceses of Moscow, Suzdal, Siberia, and Kuban. It will also include parishes in the former USSR republics (excluding Ukraine, Belarus, and Moldova).

Select Archpriest Valeriy Kravts as the Administrator of the Central Russian Administrative District.

Select Hieromonk Nikon (Iost) as the Dean of the Siberian Diocese of the Central Russian Administrative District.

Select Hieromonk Sofroniy (Musienko) as the Administrator of the Diocese of St. Petersburg.

Select Hieromonk John (Shmelts) as the Temporary Administrator of the Diocese of Australia and New Zealand.

Parishes in Europe and Great Britain will be temporarily under the ruling authority of the PSCA Chairman.

Resolution:

To establish the ROCA Mission

 

The Chairman of the Mission will be the ROCA PSCA Chairman (once the jurisdiction is established, it will be the ROCA Hierarch).

Hegumen Andronik (Kotlyarov) will be the Co-Chairman of the Mission and responsible for matters in the Holy Land.

Hieromonk Arseniy (Manko) will be the Co-Chairman of the Mission and responsible for matters regarding Russian parishes and church groups.

Archpriest Gregory Williams will be the Co-Chairman of the Mission and responsible for matters regarding non-Russian parishes and church groups.

 

The ROCA Mission will be registered in the United States of America. The registration and development of the ROCA Missions organization will be handled by the existing Diocesan Mission in Honor of Holy Martyr Joseph, Metropolitan of Petrograd, within the Odessa Diocese of ROCA.

The Diocesan Mission in Honor of Holy Martyr Joseph, Metropolitan of Petrograd, within the Odessa Diocese of ROCA will legally merge with the ROCA Mission, which will require re-registration.

The ROCA PSCA Chairman pointed out the need to issue a directive regarding commemoration during the Liturgy in light of the changes in the administration of our Church.

 

Resolution:

The name and title of the Chairman of the Provisional Supreme Church Authority will be commemorated during the Liturgy at all monasteries, parishes, and missions of the Russian Orthodox Church Abroad in the following manner:

 

The Orthodox Epsicopate of the Russian Church and our Master the Most Reverend Agafangel, Bishop of Taurida and Odessa and continue with usual text.

 

In those countries where our Church is being persecuted (the Russian Federation, Belarus, Moldova), the word persecuted will be added before the Russian Church.

Confirming the 1999 acts if the Synod of Bishops of the Russian Orthodox Church

Outside Russia, we hereby affirm the establishment of the Haitian Orthodox Mission as an administrative unit of the Mission of Russian Orthodox Church Outside of Russia, and the appointment of Archpriest Gregory Williams as the administrator of Mission for non-Russian tradition missions and parishes.

 

The administrator of the Mission is empowered to make clergy appointments for the parishes and missions of non-Russian tradition, subject to our ratification.

 

We further affirm the acceptance within the aforesaid Mission of:  the parish of St. Augustine of Hippo, Cyvadier, Jacmel, Haiti; the chapel of St. Dorothy of Kashin, La Plaine, Port-au-Prince, Haiti.

 

We further affirm the acceptance, following upon his petition, of the Rev. Deacon Amboise Noël, currently appointed as locum tenens for the chapel of St. Dorothy of Kashin.

 

We further affirm, conditionally, the acceptance of the chapel of St. Moses the Black, Fontamara, Port-au-Prince, Haiti; the parish of St. John of San Francisco, Les Cayes, Haiti; and the mission of SS Peter and Paul, Léogane, Haiti, upon evidence of their faithfulness to the traditional principles of the Russian Orthodox Church Outside Russia.

 

We further affirm, conditional upon his formal petition, the acceptance of Priest Grégoire Legouté.

 

We acknowledge with sadness the demission, consequent upon his avowed intention to submit to the Patriarchate of Moscow, of the priest Jean-Chénier Dumais and, with him, of the parish of the Nativity of the Mother of God, Port-au-Prince, Haiti; and of the mission of St. Nicholas, Cap-Haïtien, Haiti.  The aforementioned are no longer to be numbered amongst the clergy and missions of the Haitian Orthodox Mission.  This action is subject, upon evidence of repentance, to reversal.

 

We further acknowledge the acceptance, in consequence of their petitions, of the readers Nicolas Neptune, Augustin Gesnel, Jean Cador, Julbert  Dume (and such other ordained readers as may subsequently make petition) under our omophorion.
