From the Minutes of the Meeting of the North American Administrative District of the ROCA:

October 26/13, 2007.

The Meeting was attended by: Archimandrite Andronik (Kotlaroff), Administrator of the North American Administrative District of the ROCA; Archpriest Gregoriy (Kotlaroff); Archpriest Igor (Hrebinka); Archpriest Wsewolod (Dutikow); Archpriest Aleksey (Mikrikov); Archpriest Sergey (Klestov); Fr. Victor (Dobroff), Secretary of the North American Administrative District of the ROCA; Fr. Sergey (Serzhanov); Archdeacon Iov (Chemerev); Dimitri Gontscharow, Nikolai Tchertkoff, Peter Koltypin, Mark Kotlaroff, and Oleg Rodzianko.

The Meeting began with a prayer.

The attendees unanimously chose Archimandrite Andronik (Kotlaroff) as the Meeting Chairman and Archpriest Wsewolod (Dutikow) as the co-Chairman.

At the behest of the Meeting Chairman, the Secretary of the North American Administrative District of the ROCA, Fr. Victor Dobroff, announced the Meeting's agenda:

1. Propose a candidate for ordination as bishop from the North American Administrative District of the ROCA, who will be considered by the ROCA PSEA at its

next session.

2. Elect a Treasurer for the North American Administrative District of the ROCA.

3. Elect a General Assistant for the Secretary of the North American Administrative District.

4. Discuss current issues.

5. Hear a presentation from the Treasurer of the North American Administrative District of the ROCA.

6. Discuss legal matters and the question of registering the ROCA in the USA.

7. Hear a report from Archpriest Wsewolod Dutikow about current issues in the ROCA.

Decreed:

1. Archpriest Igor Hrebinka is proposed as a candidate for ordination as bishop from the North American Administrative District of the ROCA, to be confirmed by the

ROCA PSEA at its meeting in December.

2. Mark Kotlaroff is elected as the Treasurer of the North American Administrative District of the ROCA.

3. Nikolai Tchertkoff is elected as the General Assistant for the Secretary of the North American Administrative District.

4. During discussions of current matters, it was pointed out that several priests from the District have received invitations to meet personally with Archbishop Tikhon

of the RTOC. It was unanimously decided that such meetings between ROCA clergy and Archbishop Tikhon have not been approved by the ROCA PSEA.

It was decided to ask the ROCA PSEA to clarify the canonical status of the RTOC and its hierarch, in light of his open attempts to proselytize others on the

canonical territory of the ROCA, as well as the North American Administrative District.

5. A report from the District Treasurer, Mark Kotlaroff, was heard regarding the establishment of parish assessments paid to the North American District account.

The report was taken under advisement.

6. Archpriest Sergey (Klestov) and Archdeacon Iov (Chemerev) were tasked to make ready the residence of the bishop and the central office of the North American

District of the ROCA in Richmond Hill.

7. A report on general issues in the ROCA was given by the co-Chairman Archpriest Wsewolod (Dutikow), which occasioned a spirited exchange of opinions.

The report was taken under advisement.

The Meeting concluded with a prayer.
