Minutes of the Meeting of the

ROCA North American Administrative District

 

 

February 15/02, 2008; The Meeting of Our Lord

 

The District Meeting took place at the Holy Trinity Church in Astoria, New York.

 

The Meeting was chaired by the Most Reverend Andronik (Kotlaroff), Administrator of the ROCA North American Administrative District and was attended by: Protopriest Gregory Kotlaroff, Protopriest Igor Hrebinka, Protopriest Spyridon Schneider, Protopriest Vsevolod Dutikow, Protopriest Aleksey Mikrikov, Protopriest Sergey Klestov, District Secretary Fr. Victor Dobroff, Fr. Sergey Serzhanov, Fr. Christopher Johnson, Protodeacon Job Chemerev, District Treasurer Mark Kotlaroff, Peter Koltypin, Dimitri Gontscharow, Prof. Oleg Rodzianko, Dr. Tatiana Rodzianko, Dr. Evgeniy Magerovskiy, Olga Kotlaroff, Anna Chemerev, Irene Dutikow, Alexander Volk.

Protopriest George Skrinnikov and Fr. Nikita Grigoriev were not present, but gave the District Secretary the right to represent them at the Meeting.

 

The Meeting began with a prayer of all attendees.

 

At the behest of the Meeting Chairman, the ROCA North American Administrative District Secretary announced the agenda:

 

  1. Discuss the location of the Vth All-Diaspora Sobor.
  2. Discuss financial support for the District Administrative Center.
  3. Grant a hearing of a letter from Fr. Nikita Grigoriev.
  4. Grant a hearing of a letter from the head of the Haitian Mission, Fr. Gregory Williams.
  5. Grant a hearing of a letter from Fr. George Skrinnikov.
  6. Discuss current church issues.

 

 

  1. In the discussion as to the location of the Vth All-Diaspora Sobor, the following individuals were

heard from:

Protopriest Igor Hrebinka, Protopriest Gregory Kotlaroff, Dr. Tatiana Rodzianko, Protopriest Aleksey Mikrikov, and Prof. Oleg Rodzianko.

Resolved: Protopriest Gregory Kotlaroff and Protopriest Igor Hrebinka will submit a detailed proposal to the ROCA PSEA for the location of the Vth All-Diaspora Sobor.

 

  1. A report of the District Treasurer was heard regarding financial support for the Administrative Center in Richmond Hill.  All attendees participated in the discussion.

Resolved:  To accept the report for the record.  To organize a collection of funds for the Administrative Center.  The collection is temporarily assigned to Protopriest Igor Hrebinka and Irina Dutikow.

 

 

 

 

 

  1. Fr. Victor Dobroff read the letter from Fr. Nikita Grigoriev.

Resolved:  To assign Fr. Nikita Grigoriev the task, along with any other willing District clergy, to collect information and prepare a proposal for the next meeting of the ROCA PSEA (scheduled for May, 2008) to consider sergianism a heresy; for a possible issuance of a canonical Decree on this issue at the Vth All-Diaspora Sobor.

 

  1. At the request of the Secretary of the Meeting, the District Treasurer read the letter of the head of the Haitian Mission, Fr. Gregory Williams.

Resolved:  Accept Fr. Gregory Williams’ letter for the record.

 

  1. Fr. Victor Dobroff read the letter from Fr. George Skrinnikov.

Resolved:  Create a District Administrative Council within the ROCA North American Administrative District composed of clergy and laypeople to help with administrative, church/community, economic and school/educational issues and needs of the District.  The Chairman of the District Administrative Council will be the Administrator of the ROCA North American Administrative District Bishop Andronik (Kotlaroff).

Install Protopriest Igor Hrebinka in the office of Co-Chairman of the District Administrative Council after his ordination as bishop.

Name Protopriest George Skrinnikov as the Vice-Chairman for Canada.

Name Protopriest Vsevolod Dutikow as the Vice-Chairman for the United States of America.

Include District Secretary Fr. Victor Dobroff and District Treasurer Mark Kotlaroff in the Administrative Council.

Include the following laypeople nominated during the District meeting for the Administrative Council:

Peter Koltypin, Dimitri Gontscharow, Andrew Kotchoubey, John Herbst, Jack Hinton, and Dr. Evgeniy Magerovskiy.

Meetings of the District Administrative Council will be chaired by their respective Administrative Council Vice-Chairmen and called and held in Canada and the USA at their discretion on a regular basis and as needed.

Decisions of the District Administrative Council, made by a majority of votes, will be considered binding once approved by the Chairman, or in his absence, by the Vice-Chairmen of the District Administrative Council.

As the dioceses grow, include one priest and two laypeople from every diocese as members of the Council.

Ask Protopriest George Skrinnikov to hold a general meeting in Canada and select and nominate up to three laypeople as members of the District Administrative Council.

 

  1. A discussion of current issues facing the church.  A free exchange of opinions took place. 

Resolved:  To elect Protopriest Vsevolod Dutikow and Protopriest Gregory Kotlaroff to adjudicate divorce requests for the ROCA North American Administrative District.

 

The meeting was concluded by a prayer of all attendees.
