The meeting of the District Administrative Council was held at the Holy
Trinity Church in Astoria, New York.
The meeting of the District Administrative Council under the chairmanship of
the Bishop of Ottawa and North America Andronik (Kotlaroff), the
Administrator of the ROCA North American Administrative District was
attended by:
Council Vice-Chairman Archpriest Wsewolod Dutikow, Archpriest Igor Hrebinka,
Council Secretary Fr. Victor Dobroff, District Treasurer Mark Kotlaroff,
John Herbst, Peter Koltypin, Jack Hinton, Vladimir Skok, Dimitri Gontscharow,
and Dr. Evgeniy Magerovsky.
The Council Chairman invited Mitred Archpriest Gregory Kotlaroff and
Archpriest Serge Klestov to attend the meeting.
The meeting began with a prayer.
The meeting participants unanimously approved the following agenda:
Report by the Pre-Sobor Committees
Report by the District Treasurer Mark Kotlaroff on the financial status of
the District
Report by Dimitri Gontscharow on the status of the ROCA Assistance Fund
Review of Fr. Arseny Manko's letter to the meeting
Review of the Internet postings of Nikolai Tchertkoff
Discussion of other Church-related matters
1. Archpriest Wsewolod Dutikow reported on the work of the Organizational
Pre-Sobor Committee. Resolved: To approve the report. To express gratitude
for the work of the Organizational Committee.
2. Fr. Victor Dobroff reported on the work of the Pre-Sobor Committee on the
Canons. Resolved: To approve the report. To express gratitude for the work
of the Pre-Sobor Committee on the Canons.
3. Mitred Archpriest Gregory Kotlaroff and Archpriest Serge Klestov reported
on preparations within ROCA for the canonization of Met. Philaret.
4. District Treasurer Mark Kotlaroff provided the financial report. Resolved:
To approve the report. Decided to discuss the District Treasurer's financial
report in greater detail in December after the All-Diaspora Sobor.
5. Dimitri Gontscharow reported on the effort to gather funds for the Vth
All-Diaspora Sobor. Resolved: To approve the report. To express gratitude to
Dimitri Borisovich Gontscharow for his efforts.
6. Fr. Arseny Manko's letter to the meeting was discussed. Resolved: To
approve the letter. To continue developing the District website, which was
halted due to technical reasons. The task of further developing the District
website will be coordinated by Dimitri Gontscharow.
7. Reviewed the Internet postings of Nikolai Tchertkoff. After a lively
discussion by all the participants of the meeting, it was decided to ask the
ROCA PSEA Chairman Bishop Agafangel to rescind Nikolai Tchertkoff's
eligibilty to be a delegate at the Vth All-Diaspora Sobor.
8. There was a free exchange of views and opinions on a range of matters
dealing with the Church, which were not listed in the agenda.
The meeting concluded with a prayer.
