Administrative Council
Of the ROCA
North American Administrative District
February 1\January
19, 2009

The Council
Meeting was held near the Church of St. Sergius of Radonezh in Valley Cottage, New York.
The Meeting
of the District Administrative Council was chaired by Archbishop Andronik (Kotlaroff),
Administrator
of the ROCA North American Administrative District, and included:
Council
Co-Chairman B. Joseph (Hrebinka), Council
Vice-Chairman Archpriest Vsevolod Dutikow,
District Secretary Fr. Victor Dobroff, District
Treasurer Mark Kotlaroff, and ROCA Assistance Fund
Chairman Dimitri Gontscharow.
The Meeting
began with a prayer.
The Meeting
Secretary, Fr. Victor Dobroff, asked for everyone
present to pay their respects to Dr. Evgeniy Lvovich Magerovsky, the
Administrative Council consultant who passed away recently. Everyone present acknowledged the
contribution Dr. Magerovsky made in the Council’s
work and sang “Eternal Memory” to the servant of God Evgeniy.
All present
approved the agenda:
- Should the Administrative
Council of the North American District continue to exist in light of the
establishment of the Supreme Church Council at the Vth
All-Diaspora Council and which includes clergy and laymen and operates in
conjunction with the ROCA Synod?
- Review a letter of Council
member Andrey Kotchoubey.
- Schedule the pastoral meeting
and fast of the District clergy.
- Schedule the blessing of chrism
for the District.
- Discuss the possibility of
convening ROCA youth conferences.
- Discuss the departure from ROCA
of Archpriests Aleksey Mikrikov, Sergey Klestov, and Igor Chitikov.
- Discuss the District bylaws.
- General discussion.
- Resolved: In light of the importance of
maintaining the active participation of clergy and laymen in the life of
the Church on all levels, the Administrative Council of the North American
District will remain constituted and continue its important and beneficial
work. Meetings of the
Administrative Council will be held 2-3 times a year and only when
necessary. Archpriest Gregory Kotlaroff was elected a permanent member of the
Council. To include a proportional
number of laymen, each rector will be asked to propose one candidate for
the Administrative Council and one will be selected at the next meeting of
the Council.
- Resolved: To accept the resignation from
the Administrative Council of Andrey Sergeevich Kotchoubey, who
made the decision for personal reasons.
- Resolved: The pastoral conference of the
District clergy will be held during the fourth week of Great Lent on March
26-27\13-14 at the Church
of St. Sergius
of Radonezh in Valley Cottage.
- Resolved: Concelebration of the District clergy will be
held at the Church of the Holy Trinity in Astoria, New York,
on March 10\February 25 at 18:30.
- Resolved: To establish the “ROCA Society
of Orthodox Youth,” which will coordinate its work with
the District Administrative Council. It will be chaired by a priest and a
Society council, selected at the first meeting.
- Resolved: All present expressed their sadness over
the actions taken by Archpriests Aleksey Mikrikov,
Sergey Klestov, and Igor Chitikov,
and the hope that they will soon rejoin the Church.
- Resolved: The
District Treasurer will prepare a final version of the District
bylaws.
- Resolved: Archpriest Vsevolod
Dutikow was named the auditor of the District
treasury.
The meeting
ended with a prayer.
