The Most Reverend Agafangel, Metropolitan of the Eastern-American and New York Diocese and First Hierarch of the Russian Orthodox Church Abroad; the Most Reverend Sofroniy, Archbishop of St. Petersburg and Northern Russia; the Most Reverend Ioann, Archbishop of Buinsk and Volzhsk; the Most Reverend Georgiy, Bishop of Bolgrad and Belgorod-Dnestrovsk; the Most Reverend Afanasy, Bishop of Vologodsk and Velikoustyuzhsk; and Archpriest Valeriy Kravets, Administrator of the Voronezh diocese.

1. Approve the provisions of the Bishops’ Council of Russian Bishops.
Discussed: Metropolitan Agafangel noted that the by-laws of the Bishops’ Council of Russian Bishops was developed and approved at the ROCA Bishops’ Council in 1994, to guide the operation of the parishes in Russia.
Decided: To employ these by-laws and also ask all clerics to be guided by them. To publish the by-laws
2. The strengthening of our unity.
Discussed: Abp. Sofroniy proposed to convene a meeting of all the clergy in Russia in order to strengthen our unity. He also proposed to offer courses for pastors, at the Theophany monastery. Metropolitan Agafangel noted the importance of uniformity in our liturgical practices.
3. A discussion of those who separated from ROCA before May 17, 2007.
Discussed: The matter was deliberated thoroughly, with all attendees offering their opinions.
Decided: There are no objections among any of the Russian Bishops to establish dialogue with those who separated from ROCA before May 17, 2007.
